As far as I know, there is no limitation on a salon's ability to perform services such as hair cuts or waxing based on a client's age. Laws vary from state to state, I believe, so you might just want to call the salon and ask so you can be sure they will do it before you show up there.
As for whether or not your parents will notice, I guess it depends on how thick your eyebrows are now and whether you just want them shaped and tidied up a bit, or whether you want them really thinned out and waxed a lot. I have eyebrows that are fairly thick and very dark, but when I have them waxed I don't have much taken off, I just have them shaped and cleaned up a bit--if I didn't mention it to my husband or say I was going to the salon that day, he would never notice.
When I finally got tired of trying to pluck my own and started having them waxed, people (well, female people, never males) noticed that something was slightly different, but they were never able to figure out what it was. Generally, the question was had I colored my hair. If you don't have your eyebrows altered drastically, I think your parents may very well not notice. A well-shaped eyebrow that really suits your face simply enhances and doesn't really draw attention to itself, so it doesn't scream, ';Hey! I had my eyebrows waxed!';
The only thing I can think of that might be a problem is the fact that many, many women get redness after being waxed. I have olive skin, so I don't really get the redness, but most women with fair skin get some redness just from being waxed. The redness can last up to 24 hours from what my waxer told me, so if that happens, your parents will be more likely to notice.Will my parents notice if i have my eyebrows waxed?
I think plucking them yourself is a splendid idea. You can look at some books and get ideas about how to shape them. My niece is a cosmetologist, and when she started plucking her own brows, she just did a little bit at a time until she liked the shape.

Also, if you go to a beauty supply store, they have this stuff that you can put on your brows which is a topical anesthetic--it will numb the area slightly, and plucking won't be so uncomfortable.

Have them threaded...seriously, it creates a more natural arch and doesn't look so severe. Most places that wax do threading now as well.
ETA: Don't wax them yourself, you could take off too much. If you want to do a home treatment, go to Wal-mart and buy the pre-shaped wax strips. They are great for at home use.
As long as you don't get them saved all the way off I don't see why they would notice. You shouldn't have a problem getting the waxed on your own at a mall.
ok, yes they will notice. my suggestion is to buy yourself a pair of tweezers. they are pretty inexpensive. and slowly just a few a day start plucking some of the excess hairs ( never from the top ) always from the bottom you will have to keep up with it and its a little painful but so is waxing.goodluck !!
If you have a uni-brow and then all of a sudden you don't, then yes, they'll notice.
Dating is a whole other issue. You don't need to be dating at 13. Your parents are right on that one. (What's your date going to pick you up on? His skateboard? Save the dating for when you both are old enough to go out on a proper date; believe me, you've got lots of time to date!)
The eyebrow thing, if it's that important to you, talk to your Mom. I'm sure if she plucks her eyebrows or waxes them, she'll understand and listen. She may even take you to get them done! What you could also do is try plucking them, which is painful (but so is waxing). If your Mom has a tweezer, you could try just plucking one hair at a time, under the thick part of your brow, where the hairs are thinner. Don't go hog wild, or you'll wind up looking permanently surprised. Look at the pictures in the magazines to see how other eyebrows are shaped. Pay attention to the natural shape of your own eyebrows and pluck accordingly.
Just so you know, waxing is very expensive. Plucking is cheaper, but time consuming.
Yes unkempt doe snot look good. However I would not suggest shaving. The stubble is unsightly.
Dad is unlikely to notice but mom will.
Its possible that your parents do not want the expense of waxing.
I would suggest light tweezing to start. You can slowly shape your eyebrows over several weeks. It will look better than shaving and will be less likely to get noticed by your parents.

I don't see the problem with waxing your eyebrows. I hate bushy eyebrows too. There are a lot worse things that teens do then waxing eyebrows! Teens are using drugs, having sex, underage drinking too!
Do you shave under your arms? If you do %26amp; your parents already know this, then what's the difference?
Just ask the waxer not to over do it. Just where you need it.

Yes, they will notice. As a parent I notice everything, sometimes I just ignore it regardless, as a parent we choose what we will respond to also with our kids. I don't mean to be critical but you might want to sit down and explain to them why you want to wax your eyebrows, let them know that this is bothering you and effecting how you see yourself. I would be surprised at a parent that will not listen to the concerns of their children in regards to the child's self esteem

thats how i got my parents to let me, lol i had to do it myself to get thier approval, however they were not happy for a long time and i was 15. so i would wait til ur a little older, maybe tweez a few on the bottom but dont get tweezer happy and tweez a bunch, just a few here and there to line them up a little.
