Its up to you really as no ones eyebrows are the same. Some grow really bad and would probably need waxing before someone elses. If you feel uncomfortable about them then go get them waxed. Just talk to a parent about it :)When should you get your eyebrows waxed?
If you're a minor you might need a parent's permission. Otherwise, whenever you feel you need to get it done. I've seen 10 year olds in my salon (with their moms) getting their eyebrows done. Coming in they had big bushy brows. So, in a way its up to you but in a way its up to your mom is you're too young.

i started getting my eyebrows waxed when i was 10 but they were really, reslly thick and gross
i started getting mine done when i was 11.
my eyebrows were really really bad though.
